1. About Us

Q4you Kempton Licences ("we", "us", "our") is a vehicle licensing agent operating from 37B Mona Street, Glen Marais, Kempton Park. We act as agents on behalf of our clients to facilitate vehicle licence renewals, registrations, ownership transfers, and related municipal licensing services.

2. Acceptance of Terms

By engaging our services — whether in person, via WhatsApp, email, or through our website or client portal — you agree to be bound by these Terms and Conditions. If you do not agree, please do not use our services.

3. Services

We provide vehicle licensing agent services including, but not limited to:

• Vehicle licence disc renewals
• New vehicle registrations
• Change of ownership (NCO) applications
• Duplicate registration documents
• Roadworthy test bookings and facilitation
• Traffic register number applications
• Personalised number plate applications

All services are subject to the rules, requirements, and processing times set by the relevant municipality, licensing department, and the National Department of Transport (NDoT). We cannot guarantee specific outcomes where government decisions are involved.

4. Fees and Payment

Our service fees cover professional time, queue management, and administrative processing. Fees are quoted upfront and must be accepted before work commences. Payment is due before or upon collection of completed documents unless otherwise agreed in writing.

Government-levied fees (licence fees, penalty fees, registration fees, etc.) are collected separately as disbursements and are payable in full by the client prior to submission.

5. Government Disbursements

Any amounts paid directly to government departments or municipalities on your behalf are disbursements and are separate from our service fee. These amounts are non-refundable once submitted to the relevant authority. We accept no liability for errors in government-prescribed fee calculations.

6. Client Responsibilities

You are responsible for:

• Providing accurate, complete, and up-to-date information and documents.
• Ensuring you are the lawful owner or a duly authorised representative for the vehicle concerned.
• Promptly supplying any additional documentation requested by us or the licensing authority.
• Collecting completed documents within a reasonable time after notification.
• Ensuring all penalty fees are settled before submission where applicable.

We are not liable for delays or rejections caused by incorrect, incomplete, or fraudulent information provided by the client.

7. Processing Times

Estimated turnaround times are provided in good faith and are based on typical municipal processing times. We cannot guarantee specific processing times as these are determined by the relevant licensing authority. We will update you via WhatsApp on the progress of your application.

8. Limitation of Liability

To the maximum extent permitted by South African law, we shall not be liable for any indirect, incidental, or consequential damages arising from the use of our services, delays caused by government departments, or losses resulting from incomplete or incorrect information provided by the client.

Our total liability in any event shall not exceed the service fee paid for the specific transaction in question.

9. Consumer Protection Act

Nothing in these Terms limits or excludes any rights you have under the Consumer Protection Act 68 of 2008. Where there is a conflict between these Terms and the CPA, the CPA shall prevail.

10. Governing Law

These Terms are governed by the laws of the Republic of South Africa. Any disputes shall be subject to the exclusive jurisdiction of the South African courts.

11. Amendments

We reserve the right to update these Terms at any time. The current version will always be available on our website. Continued use of our services after any changes constitutes acceptance of the updated Terms.
